PROCUREMENT MANAGER (ITO)

Description

Responsibilities include leading ITO phase, issuance of RFQ’s, commercial evaluation, “should-cost” model developing, SRM and Sales support. Additional responsibilities include management of supplier performance, which include on-time performance.

Contributes to overall commercial; economical and technical success of KES Asia projects representing procurement function on the project team and ensuring costs are optimized, goods are procured and delivered to meet the defined project requirements.

A Day in The Life Typically Includes:

· Effectively manage the Request for Quotation (RFQ) process.

· Lead ITO (Invitation to Offer) phase in conjunction with sourcing specialist and/or Key Commodity Manager

· Lead sales support quotation such as ‘Budgetary Quote’, ‘Bid to Bid’ and ‘Firm Bid’.

· Lead the supplier selection process in conjunction with sourcing specialist and/or Key Commodity Manager

· Solicit quotations, negotiate price/terms/delivery, prepare commercial/technical bid packages

· Updating key stakeholders (domestic and international) on domestic price & labor price fluctuation.

· Support project procurement managers during transition of bid to order stage

· Updating strategic suppliers on the status of their offer

· Working w/ Sourcing specialist on identifying suppliers when need arises.

· Be creative in working w/ internal & externals parties to formulate most competitive bid.

· Comply with all policies and procedures.

· Additional duties as required by supervisor.

· Travel 20%.

 

What You Will Need:

· Academic qualifications to the standard of Diploma or Degree in engineering, business administration or supply chain management.

· Minimum 5 years of Procurement or Estimator experience in refinery/chemical/oil & gas industry.

· Fluent in English

· Possess supplier negotiation & supplier management skills/experience.

· Proficient technical software skills to keep accurate and easily accessible records: Intermediate level on MS Excel, MS PowerPoint and MS Word.

What Will Put You Ahead?

· Possess a sound background in manufacturing (Engineering Standards, Raw materials, steelwork fabrication, Instruments & Valves, Assembly process)

· Good understanding on domestic steel material prices & labor rates.

· Experience as a cost estimator for sales budget

· Good Grasp on Inco-terms

· Comfortable communicating with peers and upper management.

· Exposure and experience of Petrochemical Industry standards.

· Use to work with major petrochemical companies’ specifications.

· Resourceful, Flexible and results oriented.

· Self-driven
